Community guidelines improved for youtube creators

YouTube has announced a new measure to assist creators in handling violations of community guidelines.

Now, when a creator violates YouTube's policies, they will have the option to participate in an educational training course that may remove a violation warning from their channel.

Violation warnings are issued when a policy is breached and serve as a warning before formal punishment. Three warnings result in the suspension of the channel.

These warnings do not directly impact the channel, aside from the removal of the infringing content, but they remain on record indefinitely.

The new development is that YouTube is adding an additional step to violation warnings.

Now, creators will have the option to take an "educational training course" that explains how to avoid policy violations in their videos.

Upon completing the course, the warning will be reversed, provided that the policy is not violated again within 90 days.

It's important to note that while YouTube is offering resources to help creators understand its policies, there have been no changes to community guidelines or the three-strike approach.

YouTube continues to remove any content that violates its policies, and creators who receive three warnings within a 90-day period will still be subject to platform suspension.

Although Indian foreign ministry has directed all their custom authorities to resume regular fuel supply to Nepal, there hasn't been enough  supply even after the third day of their promise. Only few petroleum tankers have entered  Nepal which can't even meet the 10 percent of the high demand now.
Citing the unstable situation on the borders, Indian side had imposed unannounced trade blockade to Nepal right after the promulgation of new constitution in Nepal. In fact Indian side were unhappy for sidelining them from the constitution making process. Nepal as a sovereign nation are never supposed to involve them in our internal matters.
Some Madhesh based parties weren't happy about some Articles in the New Constitution Of Nepal 2072 , like provision of proportionate and Inclusive involvement of all community in all sector of state, citizenship, election constituency based on the population etc. They have been abstracting the
Nepal-India border to pressurize the government for necessary amendment in the constitution. But Nepal were ready to make the amendment and settle their own matters, India shouldn't have stopped supplies on the name of protests inside Nepal.
India were criticized worldwide for their irresponsible act and violation the transportation rights of the landlocked county like Nepal and they finally  promised to resume supply on the 9th day of blockade but it hasn't seen in practice. Very few tankers carrying fuel have entered Nepal. Nepal government  have already announced their inability to provide fuel to all international airlines in Nepal. The public service vehicles are operating on odd-even system and private vehicles have no or very limited petroleum which has badly affected the life in Nepal. Some of the international airlines have already halted their flights to and from Nepal and schools in cities are about to be closed soon.
Nepal Oil Corporation recently has sent it's warning letter to Indian side to bring the supply to normal or Nepal will have to think about their options.

Finance Minister Presents Budget Of 819 Billion

Finance Minister Dr. Ram Sharan Mahat has presented the budget of Rs 819 billion for the fiscal year 2072-2073 BS at the parliament.
Earlier today the cabinet meeting has endorsed the budget. The government has allocated Rs 42.45 billion for electric power generation.
Similarly Rs 12 billion has been allocated for construction of power transmission line and 5 billion for alternate energy promotion.
Another major sector is the agriculture where Rs 26.2 billion has been allocated.

Highlights of budget for the fiscal year 2015-2016.

Reconstruction on priority
50,000 youths will be trained for reconstruction and thousands of government staff will be trained for disaster management
Government will organize an Investment Conference in the next fiscal year to promote foreign investment
National Planning Commission has estimated that reconstruction will need about 667 billion
Roads and Infrastructures
There will be 10 new cities developed in Terai region with 6 lane road connecting to market places
Total of Rs 1.95 billion has bee allocated for mid-hill Highway where Rs 440 million will be spent to develop midhill city
Village Development Committee
Each VDC will get additional 5 lakhs rs on regular budget and smaller VDCs will be encouraged to merge with other suitable VDCs, in return
they will be provided with more budget
New Constitution, Peace Process And The Local Poll
Government has worked towards promulgating new constitution and budgets have been allocated for the Truth and Reconciliation Commission
and Commission On Disappeared and also for local election

Rs 1.01 billion has been allocated for tourism promotion and Rs 5.75 billion for upgrading of airports

President Dr. Ram Baran Yadab today has unveiled the government's annual policy and programmes for the fiscal year 2015-2016 at the meeting of parliament.
Prime Minister Sushil Koirala have handed over the government's policy and programmes to president Yadab when he arrived at CA building at New Baneshwar Kathmandu.
The parliament meeting has concluded for today after president had presented the annual policy and programmes.
Below are the highlights of government's programmes and policy:
 
To increase the effectiveness of the Commission Of Investigation of Abuse OF Authority (CIAA)
To increase the capacity  and  effectiveness of anti-money laundering body
To hold local election within the fiscal year 2015-2016
To explore the area of revenue collection
To computerize all the national account system
To adopt zero tolerance towards corruption
To provide loan to all earthquake victims for reconstruction of damaged properties
To make the expenditure and auditing system more effective and credible
To direct Melamchi Drinking water project for timely completion
To establish public hospitals with at least 15 beds at all municipalities
To  facilitate  Seismological Centers with better equipment
To start construction of Kathmandu Terai fast track road
To expand some of the highways to four and six lanes and complete already ongoing road construction projects, to connect Humla and Dolpa district headquarters with roads
To initiate the reconstruction of all national heritage and official buildings with priority

Development Partners Pledge Support Of 4 Billion USD For Nepal's Reconstruction

There has been a commitment of around 4 billon USD by multilateral and bilateral donor agencies for Nepal's reconstruction.In the International Conference On Nepal's reconstruction 2015 organized by Nepal government. There were 239 delegates from 53 countries and donor agencies who participated in the conference and announced their support.
The event was organized in Soaltee Plaza Hotel and inagurated by Prime Minister Sushil Koirala.A moment of silence was observed at the beginning to respect those deceased in the earthquake. A 10 minutes long documentary was presented to summarize the damage caused in the earthquake. Foreign Affairs minister Mahendra Bahadur Singh has called the conference asking for support whereas Finance Minister Dr. Ram Sharan Mahat had presented the statistics of the damage and the estimate of the necessary funds needed for Nepal's reconstruction. After that Indian and Chinese foreign ministers and other delegates from the donor agencies called the conference and announced their supports including technical supports.
Vice Chairman of National Planning Commission, Prof Dr Govinda Raj Pokhrel and said that development partners have committed more than Nepal had expected. Now we all need to work together to rebuilt Nepal, he added. Pokhrel had presented the Post Disaster Need Assessment (PDNA) report in the conference.
The chief Secretary Lila Many Paudel had termed the conference as a success.

NRN President and Nepalese-Australian businessman Mr Shesh Ghale has topped in the 99th position of  Australia's Top 200 Richest List 2015,ranked and published by BRW Australia. With 528$ M wealth, Shesh Ghale with his wife Mrs Jamuna Gurung has stepped up from last year's 151st position of Top 200 Richest list by BRW.
It seems that their assets has increased by almost 193 million dollars as they owned about 335 million dollar last year.Mrs Jamuna Gurung is placed in the 8th richest women of Australia this year.
Ghale couple is the founder of Melburn Institute of Technology.Their company MIT Holdings have invested in real state and different other industries.
Ghale and his wife arrived in Australlia during the begining of 90s and studied business.Later they started their own business as Melbourne Institute of Technology.With the increased assests they started investing on different market.According to BRW, their ongoing projects are a 200 room Banquet Hotel, 500 apartments and retail space overlooking the nearby Flagstaff Gardens.Their 8 bilion project of Kathmandu Sheraton Hotel is also on construction process in Kathmandu Nepal.
Ghale arrived in Nepal during last months deadly earthquake and reached at diffent remote affecced districts for distributing relief materials. His company has promised to build a school at Barpak village of Gorkha which is the epicentre of devastating earthquake on 25th April 2015.

Defamation Of Government By NGOs/INGOs Prevents International Aid

A False publicity By So called NGO/INGOs
 
Recently Nepal suffered the devastating 7.9 earthquake on 25th April that killed more than 7500 people and left more than 15000 injured, the toll is still going up. Many international communities arrived Nepal to help at such moment of crisis.More than 200 people were rescued alive and thousands were rescued by helicopters and they were provided with necessary food, water, medical treatment, temporary tents and toilets.
Following the disaster many countries announced their financial aid that brought some hope to Nepal government and it's people.If the funds announced were all received in cash, Nepal would definitely bounce back to it's normal position or it would even lift Nepal towards better life style and advanced infrastructure. Unfortunately what happened is 41K NGOS and 200 plus INGOs working in Nepal voiced against the government citing the possible corruption by the government officials that made Intentional community to change their way to deliver the assistance and they decided to help through those NGOs/INGOs which was their principle motive. The result is all of them tried to reach the victim themselves and it was so unplanned and bias that they hired a helicopter for 3000 USD per trip and distributed a bottle of water, a pack of noodle and took selfie with their banner. Hence spending most of their money on administration , Only 20 percent of the funds reached to the real victims which was the great fear for the donors to work with the government.
The consequence is that the government only received 2.7 Million USD even after the 13th day of the disaster which is only 4.5 percent of the funds promised from the international communities. They should have realized now that no one can monitor the financial activities of  200 plus INGOs and 4000 plus NGOs but they could always monitor the government's activity and check the transparency.

Finance Minister Dr. Ram Sharan has put forward his plans on rescue, relief and renovation plan to overcome the damage caused by the devastating earthquake that has affected 30 districts of Nepal.Mahat has cleared the motive of government that they are trying their best despite the limited resource. He has taken the opportunity to thank all the international , NGOS/ INGOS and general public.
He further cleared that the present cap on the NGOs/INGOS to work in coordination with government will only discourage the new and unreliable institutions and the individuals but it will facilitate the legitimate organizations to work effectively.
On the other hand NRN president Shesh Ghale who had gone to Sindhupalchok to distribute the relief materials and has announced 100 millions from NRN organization and 20 millions through his personal account has expressed dissatisfaction that they should encourage such donors and the volunteers to work freely that would facilitate the earthquake victims at the earliest.

PM Attends Foundation Laying Ceremony Of Kathmandu Sheraton Hotel

Prime Minister Sushil Koirala has attended the First Break Laying Ceremony of Hotel Kathmandu Sheraton which is going to be built by MIT Holdings Group of well known business couple Shesh Ghale and Jamuna Gurung.Koirala on saturday, while speaking at the ceremony urged all NRN to invest in Nepal without any delay as the nation has prepared all the necessary environment now.
Hotel Kathmandu Sheraton by shesh ghale The 5 star luxury Hotel Kathmnadu Sheraton will be located at Kantipath Kathmandu which will be completed by the end of January 2018.This 800 million Rs  Hotel project will directly employ 50 thousands workers during its construction while around 450 people will be working at Hotel after the beginning of it's operation in Feb 2018.According to MIT Holdings Group Nepal, the 17 stories building will be built at the area of 14 ropanis which will have 213  suites and guest rooms, spa, health club, retail outlets, 1000 seated conference hall
and also 2 other conference rooms, 3 meeting rooms and a board room.World famous Hotel Management Gorup Starwood Hotels and Resort Worldwide Inc will manage the hotel under it's Sheraton brand name.Us based Star wood Hotels and Resort Worldwide Inc. is the world's largest
hotel companies.Earlier Sheraton brand had managed Hotel Everest (1980s)and Gorkha Forest Resort under the names of Hotel Everest Sheraton and Le Meridian respectively.
According to MIT Holdings Nepal, the map of the Hotel has been passed already and other documentation works are going rapidly that the construction work will start in 3 months time.

Nepal Signs Upper Karnali PDA With GMR What's In?

The most anticipated Upper Karnali  project development agreement (PDA) has been signed between Nepal and Indian company GMR Ltd.The CEO of Investment Board Nepal and Vice Chairman of GMR Ltd, Arbind Mancha has signed the agreement paper on behalf of Nepal and Indian side respectively. Prime Minister Sushil Koirala, Indian Home Minister Rajnath Singh, Cabinet Ministers, UML Chairman KP Oli, Vice Chairman of National Planning Commission and Indian Ambassador were present at the agreement signing ceremony.
Nepal and GMR India Upper Karnali PDA agreementAccording to the agreement GMR will manage the necessary fund for the project within two years and the whole project will be completed by 2021.Indian Home Minister Singh has asked the GMR to complete the project on time which is related to Indian pride and India has always wished Nepal to move towards prosperity.

 
The PDA agreement can be summarized as below (Not Official):
 
 
1.GMR will manage the necessary fund within 2 years
2.900 MW Upper Karnali project will be completed by 2021 where Nepal will get free 27% shares and 12 percent of free electricity
3.After 25 years, GMR will handover the Project to Nepal in an operational status.
4.GMR will construct the 108 KM Transmission Line up to Indian Border
5.GMR will construct necessary dam sites to regulate the water flow from the project site.
 Most of the Nepali authorities have welcomed the agreement saying it will open the door of prosperity for Nepal whereas CPN Maoist Baidhya Faction and his allies have denounced the agreement saying it's against the welfare of Nepalese people. These parties have announced the protest programs including burning the PDA and pretesting at Karnali area.

World's First Aricraft Museum Inside An Ariplane In Nepal

An aircraft museum has been opened at Hashanpur of Dhangadi Nepal which is inside an old airplane of Cosmic Air. There are many aircraft museum around the world but this must be the first museum inside an airplane. Former Prime Minister and leader of Nepali Congress, Sher Bahadur Deuba has inaugurated the museum on Thrusday (18th of September 2014).
Bed Prasad Upreti of Dhangadi who has been working as trainer pilot in an Indonesian based airlines, has opened the aircraft museum. He has collected some 200 models of different aircrafts made by different companies after Right Brothers made the first plane. Out of the many aircrafts kept in the museum only 4-5 models are able to fly and rest are only the samples which all the aircraft companies construct for keeping in Museum and giving away as gifts.
aricraft museum of Dhangadi NepalAccording to Upreti students and Scholars can also get a lot of information in the museum. He said that he has arranged training for 4-5 engineering students who can learn making small flying airplanes, so this is a laboratory for students as well.
The museum management has said that they charge 100 rs for general public and 50 rs for students as entrance fees. They have managed to collect 15% of the ticket fees in a Trust which will be used for helping cancer patients and providing scholarship for poor students.
It took him around 7 months time and 10.5 million rs to construct the museum. Local people have actively visited the museum as he has kept many world famous pictures inside the museum including Eiffel Tower, London Bridge, New Zeeland, Jomsong Airport, Phipi of Thailand, Mt. Everest from
the north face and many interesting photos from far western Nepal.

Government of Nepal has unveiled the budget of USD 6.18(Nepali Rs 618) Billion for the fiscal year 2014-2015.Minister of Finance Dr. Ram Sharan Mahat has presented the above budget in the parliament on 13th of July 2014.This is the first full budget in 3 years with new policies and Programs.
The budget has mainly focused on agriculture and infrastructure development. Minister Mahat has said that this budget is reform investment oriented as per the need of nation. The budget has also stressed the investment in Hydropower, manufacture, service industry and tourism industry. It has aimed at achieving six percent economic growth and nine percent inflation rate in the next fiscal year.
The annual fiscal policy has laid $3.53 billion for current expenditure, $1.66 billion for capital expenditure and $787  million for fiscal management. A budget of USD 335 million has been allocated to Health sector aiming easy access of health service for public through out the country.
The budget has tried to address the necessity of every sector but is failed to introduce any programs of massive reform.

Below are the other sector addressed by this new budget 2071-2071 Nepal.

1.To Produce 25 MW from solar energy
2.To provide loan at not more than 6 percent for youths to initiate any sort of productive job in Nepal
3.To provide add to NOC to for adjusting petroleum price in Nepal
4.To subsidy custom duty  on agriculture sector
5.To provide full tax exemption for  5 years for any production related industries with investment over rs 1 billion
and tourism industries over Rs 2 billion.
6.Establish a "Start Up Fund" with rs 500 million to help entrepreneurs coming up with new knowledge but facing lack of
capital.
7.To provide increment of 10% on salary of all government employee.
8.To provide 10 million Rs to every directly elected constituent Assembly Member for development work of respective constituency
9.To provide annual 2000 rs medical allowance to all elders above the age of 70 years.
10.To provide 7000 rs per month for all injured and families of martyrs of peoples movement
Besides above announcements , the budget have addressed on various titles of health, agriculture, transportation and industries related programs.
